Tom Seacord is an Associate and Project Manager with Carollo Engineers, P.C. and has been specifically dedicated for the past 10 years in the area of desalination. He is a licensed professional engineer and has a B.S. and M.S. degree in Civil Engineering from Clarkson University. Tom worked on planning, pilot testing, design, construction and start-up of desalination treatment plants in California, Florida, Kansas, Missouri, South Carolina, Texas and Utah.
Tom Seacord is a current member of the ADC Board of Directors. During ADC 2007, he was responsible for the following activities:
- Primary author of the testing protocol.
- Monitoring test progress and data.
- Primary author of the cost estimation model.
- Primary author for reporting.
- Served as Secretary of the Board of Directors.

Paul Shoenberger is the Assistant General Manager of the West Basin Municipal Water District, Board President for the Mesa Consolidated Water District, Chairman of the Association of California Water Agencies desalination subcommittee, on the Board of Directors of the Affordable Desalination Collaboration and a member of the U.S. Desalination Coalition. West Basin is a national leader in the use of membrane filtration and desalination of recycled water and brackish groundwater with current and planned facilities in excess of 50 mgd. West Basin’s Ocean Water Desalination Pilot Plant, has been operational since May 2002. A full-scale 20 mgd ocean desalination plant is being pursued. Mr. Shoenberger has a Masters Degree in Water Resource Management and Planning from Colorado State University and a Bachelors Degree in Civil Engineering from U. C. Davis. Mr. Shoenberger has managed the planning, design, construction and operations of over $500 million dollars in capital projects. |

Heather Collins has over 15 years of experience in the drinking water industry. Currently, she is a Regional Engineer for the California Department of Health Services, Drinking Water Program in Southern California responsible for 4 district offices and 6 Local Primacy Agencies in Southern California that oversee public water systems in Orange, Riverside, San Diego, San Bernardino, Imperial, Inyo and Mono Counties. Her current focus includes evaluating and permitting, existing and emerging water quality treatment technologies for the removal of perchlorate, NDMA and other emerging contaminants from impacted drinking water supplies in Southern California. Her specialties are surface and groundwater treatment, desalination, water reclamation and groundwater recharge, cross connection control, and regulatory oversight. She consults with and advises a variety of health, public officials, engineers, attorneys, water consumer groups and others on health aspects of water supply quality control program. She provides engineering assistance to water systems and consultants on water quality issues, operational problems and treatment facilities, conducts enforcement activities to bring water systems into compliance with the applicable state laws and regulations, reviews plans and specifications. She is actively working with corporate Department of Defense programs, ESTCP and SERDP, in the evaluation of alternative technologies that can significantly reduce the costs of removing perchlorate for large-scale drinking water treatment installations.
Mrs. Collins holds Civil Engineering Degrees from Loyola Marymount and California Polytechnic Pomona Universities. She is a Registered Civil Engineer and certified Water Treatment Operator. Mrs. Collins is an active member of the American Water Works Association and serves on the Opflow Editorial Advisory Board, and the Cal-Nevada section Young Professionals Committee. |

Mr. Kenneth R. Herd is a civil engineer with 22 years of experience in the engineering field, with a focus on water. He is currently Director of Operations and Facilities with Tampa Bay Water, overseeing all facility construction, operation, maintenance, water quality assurance, instrumentation and control and domestic well mitigation. Mr. Herd is currently the assigned project director for the Tampa Bay Seawater Desalination Plant, the largest seawater desalination plant in North America. Mr. Herd has been with Tampa Bay Water (formerly known as West Coast Regional Water Supply Authority) since 1986, serving as a project manager and program manager of major capital improvements programs totaling over $1 billion in capital cost. Prior to joining the Authority, Mr. Herd was a project engineer with Greiner Engineering for one year performing general civil engineering work and a project engineer with Fuller, Mossbarger, Scott and May Civil Engineers for one year in the geotechnical and water resource engineering field.
Mr. Herd holds a B.S. and M.S. in Civil Engineering (University of Kentucky) and is a licensed professional engineer in the State of Florida. Mr. Herd has 14 publications at local, state and national conferences and is currently serving on an Advisory Committee to the National Research Council on the Advancement of Desalination Technology. Mr. Herd is also a member of Leadership Tampa Bay, the American Water Works Association, American Society of Civil Engineers, and the International Desalination Association. |

With over 25 years of experience, Shahid Chaudhry is the resource person for the California Energy Commission’s Water-Energy related activities including R&D of existing and emerging treatment technologies and energy efficiency programs and projects in the water and wastewater treatment arena.
Mr. Chaudhry is well versed in multiple aspects of the water-energy business including economics, markets, conventional and emerging treatment technologies, major players, and policy/regulations that affect this sector in California. He also possess a knowledge of grants, rebates, incentives, and financial assistance programs by the state agencies, and electric and water utilities for implementing water conservation and energy efficiency programs. In addition he has extensive experience in forming public-private partnerships to accelerate deployment of energy efficient and renewable energy technologies in the water and wastewater arena through interaction, coordination, and collaborations.
Mr. Chaudhry has degrees in Chemical Engineering, Environmental Sciences, and Environmental Engineering from Pakistan, U.K., and Canada. He is a member of many national and international professional associations, committees and collaborations on the water-energy subject. He chairs desalination & energy committees of the CA-NV-AWWA. |

John MacHarg is Managing Director-CEO of The Affordable Desalination Collaboration and President of Ocean Pacific Technologies, Inc. Previously he was the General Manager of Energy Recovery Inc. where he was involved in the development, commercialization and marketing of pressure exchanger energy recovery technology for desalination systems. He was also a Vice President at Village Marine Technology where he worked in the design, manufacture and sales of packaged seawater desalination equipment. He has been working within the desalination industry for over 17 years. |
